What Trucking Insurance Costs in 2026
A trucking policy is usually three lines bought together: primary liability, physical damage on the truck, and motor truck cargo. For one truck with a clean record and a $750,000 to $1 million liability limit, primary liability typically runs $6,500 to $16,000 a year across the five insurers here, or about $540 to $1,330 a month. Add physical damage at $2,000 to $6,000 and cargo at $1,000 to $4,000, and the full package lands between roughly $9,500 and $26,000 a year. Insurers underwrite every account on its own record, so treat these as typical ranges. Your quote moves with authority age, loss history, cargo, radius and the value of the truck.
Progressive sits at $8,000 to $15,000 a year for primary liability, with physical damage at $2,500 to $6,000 and cargo at $1,500 to $4,000. The Progressive Commercial Review 2026 covers how its online quote works for a single truck. Northland is the lowest starting point on this page, with liability from $6,500 and cargo from $1,000. Nirvana has the widest liability spread, $7,500 to $16,000.
Measured per mile, the American Transportation Research Institute puts the average at 11 cents. Its "2026 Analysis of the Operational Costs of Trucking," as reported by FleetOwner on 22 July 2026, found liability and cargo premiums rose 3.9% in 2025, costing the most in the Northeast at 12 cents a mile and the least in the Midwest at 10 cents. Comparing the first quarter of 2026 with all of 2025, premiums per mile rose another 6.4%. A truck running 100,000 miles a year at 11 cents pays $11,000, inside the ranges above.
Premiums have risen while crashes have fallen. ATRI's insurance cost research, released on 19 May 2026, found liability premiums rose 18.6% from 2021 to 2024, to 10.2 cents a mile, while crash rates for heavy trucks fell 2.6%. Among the carriers it surveyed, liability losses per mile rose 33.1% over the same years. The crash and claim figures behind those losses are set out in Truck Accident Statistics 2026: Crashes, Costs, and What They Do to a Carrier.
The legal minimum is set in 49 CFR 387.9, which we read on eCFR on 12 September 2026. A for-hire carrier hauling nonhazardous property in a vehicle over 10,001 pounds needs $750,000 in liability. Oil and the listed hazardous materials raise that to $1 million, and bulk hazardous substances and the named high-hazard classes to $5 million. Brokers and shippers often ask for more than the minimum, so check a load contract before you choose a limit.
How We Chose
Every insurer is scored on the same four criteria used across this site: user reviews and reputation, pricing and value, features and tools, and the factors specific to the category. The weights are set out in How We Rate Trucking Services: Methodology and Scoring Criteria. For insurance, the category factors are the four below.
- Financial strength, read from AM Best or from the insurer where AM Best names it.
- Published appetite: the fleet sizes, states and operations the insurer says it writes.
- The lines written, including non-trucking liability and occupational accident cover for owner-operators.
- How you get a quote: online, or only through an agent.
Progressive is rated A+ by AM Best, affirmed on 1 May 2026, and National Indemnity A++, current as of 16 April 2026. Northland's own site, read on 13 September 2026, says it is rated A++, and AM Best affirmed the main Travelers subsidiaries at A++ on 21 August 2026. Nirvana writes its fleet program for 10 or more power units on paper it describes as A rated, and its non-fleet program for 1 to 9 units on A- paper. Cover Whale places policies with what it calls A-rated insurance partners; Everspan Indemnity, the insurer it named in 2021, was affirmed at A- on 14 August 2026.
AM Best reported an underwriting loss of about $1.9 billion on US commercial auto in 2025, after $4.9 billion in 2024, with another $2 billion in reserve deficiencies, and it keeps a negative outlook on the line, according to Insurance Journal on 27 July 2026. A strong rating tells you the insurer can carry those losses and still pay your claim.
How to Choose for Your Fleet Size and Authority Age
Start from the operation you run today, then check that the insurer's appetite fits it.
- New authority. None of the five publishes whether it writes a carrier with no operating history, so ask before you fill in an application. An agent who places trucking with several insurers knows who is writing new ventures in your state. 5 Best Trucking Insurance for New Authority Carriers (2026) covers what underwriters look at in the first year.
- One truck on your own authority. Progressive writes in all 50 states for trucks on their own authority or leased on, and it quotes online, so you can get a first price without an agent.
- Two to nine trucks.Nirvana's non-fleet program covers 1 to 9 power units in 15 states, and Cover Whale writes in 46. Both price on driving data. The Nirvana Insurance Review 2026 and the Cover Whale Review 2026 explain what each one asks you to share.
- Ten to twenty trucks.National Indemnity writes fleets of 10 or more power units, and Nirvana's fleet program starts at the same size in 28 states. The National Indemnity Review 2026 covers what an established fleet needs to show.
- Standard freight, and you want an agent. Northland works through dedicated transportation agents and describes its customers as ranging from owner-operators to large fleets. The Northland Insurance Review 2026 covers its coverage and pricing.
- Hazardous materials. The $1 million and $5 million minimums apply, and the premium follows the higher limit. Start with Hazmat Trucking Insurance: Coverage Requirements and Rates (2026).
Before You Apply
Does the insurer write your state and fleet size?
Check the published appetite before you spend an hour on an application. Nirvana, for example, writes its fleet program in 28 states and its non-fleet program in 15, and National Indemnity starts at 10 power units. An insurer outside its appetite declines the application however clean your record is.
Which company is on the policy, and how is it rated?
The brand on the website is not always the company on the policy. Nirvana and Cover Whale both place policies with partner insurers, so ask for the name of the company on the declarations page and look up its AM Best rating yourself.
Will it file proof of coverage with FMCSA?
Your authority does not activate until the insurer files your liability coverage with the Federal Motor Carrier Safety Administration. Ask whether the filing is included, how quickly it goes in after you bind, and what happens to the filing if you miss a payment.
Do you have your loss runs and safety record ready?
Underwriters price from your loss history, driver records and inspection results. Pull five years of loss runs from your current insurer and check your CSA scores before you ask for a quote. Lynette Woodie, Manager of Loss Prevention and Administration at ArcBest, put it this way in ATRI's May 2026 release: "Good fleets don't just react passively to rate increases each year: they take the initiative by analyzing data and working closely with their insurers to craft a holistic risk management plan that improves safety and reduces costs."
Does a telematics program change your price?
Nirvana and Cover Whale build driving data into the premium, and Progressive runs a telematics program called Smart Haul. On a policy priced from driving data, your own braking and speed record moves the premium in either direction. Run your own numbers first in the Insurance Premium Estimator.
Who Should Not Buy Their Own Trucking Insurance
A company driver is not the buyer, because the motor carrier insures the truck and the load. An owner-operator leased on to a carrier runs under that carrier's primary liability while under dispatch. That driver still needs non-trucking liability for personal use of the truck, physical damage on the truck, and often occupational accident cover, but not a primary liability policy of their own. Four of the five insurers here list non-trucking liability among the lines they write; National Indemnity does not.
The 49 CFR 387.9 minimums apply to for-hire carriers running vehicles over 10,001 pounds. A private carrier hauling its own nonhazardous goods, or a business running lighter vehicles, may be better served by a commercial auto policy from a general business insurer than by a trucking specialist. If the price is the only thing that matters to you, the ranking in 6 Cheapest Trucking Insurance Companies: Rates and Discounts (2026) starts from the premium instead.
These five insurers sit alongside the factoring companies, fuel cards, ELDs and load boards we rank in Compare Trucking Services 2026.

For one truck with a clean record, primary liability typically runs $6,500 to $16,000 a year across the five insurers on this page, and a package with physical damage and cargo lands between roughly $9,500 and $26,000. ATRI puts the 2025 average at 11 cents a mile, up 3.9%, with another 6.4% rise in the first quarter of 2026. Every insurer prices on your own record, so treat any range as a starting point.
Under 49 CFR 387.9, a for-hire carrier hauling nonhazardous property in a vehicle over 10,001 pounds needs $750,000 in liability. Oil and the listed hazardous materials require $1 million, and bulk hazardous substances $5 million. Brokers and shippers often ask for more in their contracts, so check a load contract before you choose a limit.
ATRI's insurance research, released in May 2026, found liability premiums rose 18.6% from 2021 to 2024 while heavy-truck crash rates fell 2.6%. Over the same years, liability losses per mile among the carriers it surveyed rose 33.1%. AM Best reported a $1.9 billion underwriting loss on commercial auto in 2025 and keeps a negative outlook on the line.
The motor carrier you lease to provides primary liability under its authority. You still need non-trucking liability (bobtail) for personal use of the truck, physical damage on your equipment, and often occupational accident cover. Your lease agreement sets the exact requirements.
Actual cash value (ACV) pays the depreciated market value of your equipment at claim time, which may be less than you owe on a loan. Agreed value sets the payout when you buy the policy, so you know the figure in advance. It usually costs more, and it avoids an argument over the truck's value after a total loss.
Yes, but none of the five insurers here publishes whether it writes a carrier with no operating history, so ask before you apply. An agent who places trucking with several insurers can tell you who is writing new ventures in your state. Expect underwriters to look hard at your CDL experience and driving record in place of a loss history.
Common exclusions include refrigerated goods without reefer breakdown coverage, high-value electronics, pharmaceuticals, alcohol, tobacco, and live animals. If you haul specialized commodities, verify coverage before loading. Some exclusions can be addressed with endorsements at additional cost.
Progressive quotes online. Nirvana, National Indemnity and Northland work through agents, and Cover Whale quotes through insurance brokers. Going direct is quicker for a simple one-truck operation. An agent who specializes in trucking can put one application in front of several insurers, which matters more when your authority is new or your cargo is unusual.
AM Best rates an insurer's financial strength, which is its ability to pay claims. The scale runs from A++ (Superior) down to D (Poor). On this page Progressive is A+, National Indemnity and Northland A++, Nirvana A for its fleet program and A- for non-fleet, and Cover Whale's partner Everspan Indemnity A-. Check the rating of the company named on your policy, not only the brand.
